Ohioans participating in the HWAP will receive a home inspection to identify the services necessary to improve their home’s energy efficiency. Services are provided through local agencies in each county.

Who is Eligible for HWAP?Ohioans with a household income at or below 200 percent of the federal poverty guidelines are eligible for the program.Priority is given to Ohioans who are older than age of 60, those with disabilities, those with children in the home, and households with a high energy usage and/or burden. All families who have received assistance any time during the last 12 months under Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), or Home Energy Assistance (HEAP) (does not include Emergency HEAP) are automatically income eligible for weatherization services. Please remember an application must be submitted in order to apply for services.For 2019-2020, the income levels are: Size of HouseholdTotal Household Income 12 Months1up to $24,980.002up to $33,820.003up to $42,660.004up to $51,500.005up to $60,340.006up to $69,180.007up to $78,020.008up to $86,860.00For households with more than eight (8) members, add $8,640 for each additional member.

How do I apply?You can apply for the Energy Assistance Programs online at, in person at your local or by mail. When you apply, you will need to complete the Energy Assistance Application ( or ) and submit a copy of the following documents:. a copy of your most recent energy bills,. a list of all household members (include birth dates and Social Security numbers) and proof of income for each member for the last 12 months, and. proof of citizenship or legal residencyPlease contact your local HWAP provider for a list of all required documents.

Depending on your income type, additional forms may be required. Samples of the additional forms can be found. Household income is defined as the total annual gross income before taxes (minus exclusions) of all household members, except earned income of dependent minors under 18 years of age. All income and allowed exclusions must be documented for household members 18 years of age and older regardless of relationship to the primary applicant. Heads of households and spouses may never be considered minors.

Participants in the program receive a home energy inspection to determine the most cost-effective energy efficiency improvements for the home. After the inspection is complete a plan for improving the home’s energy efficiency is drafted.

The plan may include:. Safety inspection, tune-up/repair, and if necessary, installation of heating units. Insulation of attics. Insulation of sidewalls. Insulation of heating ducts.
